anyone know why i got permanant skill loss from just dying from being red

i went red and got stat loss iam aware of that , but after waiting 2 hours i got all my skills back to 100 except inscription only went back up to 94.7. i hope i dont have to retrain inscription back to 100 thats messed up. i just turned red 2 hours ago to. all my arrows on skills iam not using...

plz help why did my inscription go back to only 94.7 i have all other skills pointed down iam not using it should of went to 100 all other skills iam using at 100 now inscription is 94.7
