what exactly is a counter in razor?

i'm using razor to level crafting through a macro...i double click the tool then in razor i covert to use by item type...but when it get's broken razor does not use the next tool??? what gives??

So I'm making an inscription macer. I GMd mace tact anatomy and healing. Then was going to gm magery med and resist. Then drop med and gm inscript. Then it hit me I need at least 50 mana to create high circle spells to gm inscription which leads me to my dilemma. I don't want to end with 50...
