Peacemaking should be the cheapest. Only using instruments...and lots of them I'm guessing. If the other 6 skills don't matter then I would choose Anatomy, Detect Hidden, Eval Int, Arms Lore, Music and Item ID. (can reuse all after three seconds I believe)

Fletching is only for bows and arrows. I believe smelting more ingots than the base amount is dependent on mining. Someone else can confirm or correct.

I hate to say that griefing has been and will always be a part of UO. The only thing that I agree that should be changed if you are NOT the aggressor then you should be able to recall. You should NOT be able to recall/gate if you are the aggressor (steal, attack anyone, loot blue) for 2 whole...
