I recognized something weird at fishing on open sea.

I got almost the same issue. The system message is "You fish up a wet piece of parchment", but there is nothing in my bag.
But then a funny thing happens, i catched some big fish and was overloaded, couldn't carry anymore items. The Message "You fish up a wet piece of parchment" got up again and i found a ship recipes for an orcish galleon lying on the ground.
I tried to verifiy this, but couldn't get a parchment again the same moment i was overloaded with 430 stones.

I got my three year old meta fisherman with 120 and my secondary deck hand with 115 fishing. I never fished up a ship recipe again.
Is this a bug? Why is the message "You fish up a wet piece of parchment" in the journal but no parchment in my backpack?
