Your example isn't very practical. People act as if players will suddenly just be trying to disable talismans on people farming 24/7.
It's easy to come up with some rogue example of some "griefer" stealthing up to someone with a defense talisman farming a bunch of mobs to be right next to him...

That's a little disingenious to say that they work in PVM only. He specificallly asked if the bonuses do not apply while in combat. They in fact do work in many cases and also in some cases work against players pets. To pretend like they have no effect on PVP is just silly.
