I finally got my 3x 0.1 locking ss to get it up to 99.0 from 98.7 (real), 1st worked, but next 2 didn't. My real is at 98.8.

Stupid question but did you make sure there's enough room for the skill to gain (i.e. if you're maxed out, you might need to set another skill to decrease).
You never know, sometimes I forget this

Of course I did. I had multiple skills going down as well and I double checked as after consuming the 2nd scroll that didn't work. Third didn't work as well.
