Character faction requirements?

What is this requirement to join factions? My character is finished but he is a uoforever build with only 3x GM. Is there some kind of strange requirement to have more skills at 100 or something?

I swear its 7x. I've had one friend try to join with 6x and the other with 4x and neither could join until they got 7x.

The requirements are that you must be in a party of atleast 4 to join since factioners cant fight without zerging.
