Make event tickets available on a vendor by WBB. You page in and ask if anyone is available to host. If someone is available and there's not much happening around the shard (to make sure we're not interrupting any massive pvp battles), you give the ticket to the staff member and they run the event of your choice. You could sell them for a million gold a piece and set a limit of no more than one event per day. It would be a good gold sink, imo.
