1. Do you have at LEAST a guaranteed minimum 25 hours of IN GAME TIME IN ONE ACCOUNT, and...
2. Do you have at LEAST 1200 REAL SKILL POINTS ON THAT SAME ACCOUNT?

Well that, and more importantly, use a placement tool first to ensure that the plot will fit.
Then go back to your bank to grab your deed. (as he said he already bought the deed).

I saw the other thread first, just had many a time wasted by new players that didn't know/understand the requirements.
