ive ran into some npc pirates out at sea and one of the name was davey jones idk if t
hose are the heads you be looking for

is th other one on the pirate docks or pirate cove whatever its called

So these heads came specifically from the old docks that all the characters used to spawn on. As far as I know they do not spawn anymore. May be wrong. I grabbed them a while back thinking they would be cool pirate deco.
