Decrease Deciet 4 Lich Lord room spawners so its campable.

This is a simple try, I'm sure everyone remembers epic Lich Lord room farms/fights whatnot.

Lich Lords could be on a 15-30s respawn timer and tamers would still outfarm everyone with their recall routes anyway.

What I really wish was there were more overworld spawns. I mean I know there is a bunch, but more higher end ones would be awesome.
