Secondary BOD Character

Someone mentioned to me about having a 2nd smith for getting additional BODs. My main smith is 120. They said people sometimes keep them at below 120 to limit the BOD pool they select from. Two questions:

1 - Is it true that it will limit the pool?
2 - What is the typical skill cutoff on secondary smiths?

Well there's not a huge difference between 100 and 120 except the cooldown being lower at 120. Many go to 100 for bod runners which is minimum for chance at every large bod. Some go 80.1 which gives you chance at every small bod but don't give you many larges.
