Soul Forge Question

I am trying to place a soulforge. i have the hammer and all the ingrediants. when i talk to the librayan he just tells me, "cant you see i am busy"? i have placed a soulforge one. can they not be placed twice or why cant i get him to talk to me

You can only do the quest once per character, so you'll need to roll another 120/120 BS/tinker to be able to do it again.
