I think I only had this message once, on Semidar, so I guess yeah, can't be provoked at all. What was it? Doesn't mean you can't provoke anything onto it tho.

From what I understand there are mobs that can never be provoked (champs, most of the old "gauntlet" spawn that occupies Hythloth 4) and there are now critters that cannot be provoked unless you are at a high skill level. They give the same message.

I'm actually not sure what's what as I have been 120 provo for so long going back to when ancient shadow wyrms, ancient liches, glacial giants, orc leaders, and magma elementals couldn't be provoked at all. Buttt now they can, so hopefully that kinda sorta answers your question.
