Since archery has no special skill you should allow archers to shoot while running (and mounted if you want to be logical). Cuz you can imagine reloading your crossbow on a horse, but I doubt that it's possible while running on foot.
Otherwise it seems that this is yet another server that belongs to mages.
On the server I used to play mages got rekt by archers cuz all the spells got disrupted on damage and they couldn't run away. Archers got rekt by warriors, cuz they barely could scratch through the plate armor and warriors were constantly healing. Warriors got rekt by mages cuz of paralysis and magic damage that ignores armor.
Like rock - paper - scissors.
It wasn't a perfect balance like 33% all, but you could see all the classes in action.
