Because this is bullshit, for making the PK lives harder. An artificial limitation forced on people. Why shouldnt you be able to recall anytime? Same thing for recalling out of battle.

To force fights to happen. Give people the opportunity to retaliate. Forcing an actual chase instead of pressing a button.
