I have a small house to place but struggling to find a place to put it. I would like to place it near a mountain preferably. Do I need to buy a plot from someone? Is everything used up?

I recently placed a small stone tower and it was quite a chore to find a decent location. My advice is to read through the wiki article on custom housing and then head out in search for spots in the forest where your small house will fit. Nearly all open spaces/grassland that I found were either already occupied, had some invisible crap in the way (which blocked building) or were otherwise not available due to being too close to a road or some such. A spot in the forest somewhere that is not officially marked as a "clearing" on the map is your best bet. You can build basically anywhere as long as no tree is within 1 tile of your planned house.
And just don't give up.
Also, if you're attempting to build a "classic house", you should use the house building tool to look for a spot that works. What you do is:
1.) buy a house building tool (it costs about 700gp and is blessed)
2.) get enough gold to build your classic house with the house building tool (it costs about 70% more then building the house with a deed)
3.) Run around the world and try all spots that look like they may work
4.) Once you found a spot where the house building tool actually works, a temporary house will appear there (this ensures that the spot is really OK)
5.) Now just click "Cancel" and the temporary house will vanish and it won't cost you any gold (this allows you to "test" locations for free)
6.) Now mark a rune at that location
7.) Go buy the house deed for the classic house
8.) Collect the deed from the bank
9.) Optional: scout the location with a second character so you don't recall into the arms of a waiting PK
10.) Recall to the spot and use the deed to build the house on the previously tested spot
This ensures that you're not running around with a valuable (and non-blessed) deed but still allows you to make use of a much cheaper deed.
This method obviously requires you to have enough gold to be able to build the house with the house building tool instead of the deed but it's the cheapest and safest way I could find.
A further option is to use a character that is still (Young) to carry the deed and only trade it to your main once you found a spot that you're certain will work.

it turns out that I used Melor Rend's advice about placement and was able to find a spot right next to Minoc mountain. it is true that the transparent house that you see before placement is off a tile in appearance. Thanks anyway Mr Yuk... maybe I am right next to you now lol
