Phase shift toggle

Phase shift needs a button to toggle it on and off - it would not give berserker any extra advantage and it would make playing the berserker more fun and strategic.

I'm not suggesting a change to proc rates - just a toggle off switch

Then you are changing proc rate to 0%
I want to change mine to 100%
