Got the 15 normal spined male 6 part LBOD and 4/6 of the SBODs (in exceptional versions) on the vendor if you want to fill it yourself.

LBODS -> 65k - 130k

Cheapest I've seen it go is 450, other than that one anomaly I told the guy to jump on.

actually i saw one go for 75k -- but you can guess that that guy who was selling had no clue what he was selling.
That said, I gave fair ranges -- make an offer.
Also, keep in mind that there is effort involved in completing all the BODs and resource costs, so hitting the high end of that range is not very likely as that is based off of market price of an actual 115 powerscroll.

It's 585 pieces of spined leather, so resources are pretty negligible on this one. It's nothing like filling the 15 exceptional Spined Bone LBOD, and both ex and normal SBODs fit it. I'm happy to drop the price on the SBODs down to 30 if you you need all 4, but I figured you'd probably have a good chunk of the SBODs needed already.

Honestlyl, I think that LBOD is priced pretty fairly since it's (along with the female equivelant) the easiest 115 scroll LBOD to fill. But, I'm happy to drop the price on the SBODS.
