This rule was proposed to discourage people from creating random characters and farming points. It is discouraging that a 100% viable template that is 4x GM can't be used in factions. When asked about it the response in game was basically "the rule is a rule and nobody gets special treatment".
I appreciate that nobody gets special treatment, but this literally harms nobody.
