If you go to the ETC mega mall there should be some for sale. You can find a gate at the back of WBB straight up the stairs.

Hey, Trinsic Trading Company sells cannonballs in bags of 200 if you're interested. Its the shop right near the gate. Not moongate but the actual West City Gate near the bank.
