This was recently changed. You can now bond with 115/115. It wont listen for shit though. Trick is to tell it to guard you, then double click mobs. If you try to spam commands at it, it will lose happiness like crazy which makes it harder to control. If you are unable to bond you can always buy a deed. They are great for PvM but they don't listen well when I got mine I was 115/115.

Just a heads up, you now only need 110 taming/ 100 lore and will listen good at 115 taming 100 lore
