That's not true, for example for taming u can tame bulls at 71.1 taming shown..instead if u want to BOND a pet u need to look at the true value.

When executing a skill the shown skill is what is used so at 70 shown you can successfully decode all maps but it will take awhile for the high levels.

Real skill is only used for things like bonding a pet. For any execution of any skill it is shown skill that matters.
