To get the 720 cap you either have to do the taming route, provo, or crafting route to get the bonus 20 points to your skill cap. If you are not a toon that will use those skill you have to buy peacemaking PS up to 120 then drop the skill.
To get more people doing harrowers, I would love to see a PS 105/110/115/120 skill cap increase PS for toons that are already 7x and don't want to drop two skills to put on 120 peacemaking. This would bring in a new vigor to doing harrowers if you decided to have that be the only place to get that drop.
Anyways just wanted to put that out there and thought it would be cool.
