If I wanted to raise fishing and provo to 110, would that count towards the 720 skill cap or only one? Want a 5x gm, 2x elder essentially.

If by "only one" you mean it will raise your total skill cap to 710, yes (meaning you would have Elder x2, GMx4 and one skill at 90 (as an example).
