so... are thieves just open game for anyone to attack because they cant call guards?

Or only AFTER they have stolen something that they are open for everyone?

I'm a "thief". I suggest you know that they have been stealing since their last death. Otherwise if you attack them you will be guardwacked if they have been innocent.

A thief can't report a murder, so in that sense they are open game.

You can only freely attack them in town if they are "perma grey" which happens when they steal from non-red, perma grey only goes away if the thief dies.
