I might be mistaken, but I think S2S can be turned into S1S at 1:1 ratio just by combining piles. Thus I expect people not being inclined to trade it at a 1:1 ratio to you.

Other way around I think, S1 can be converted to S2 but not vice-versa.

Believe me I learned the hard way - had a pile of 15,990 of S2 silver and added just 10 S1 to make an even 16,000 of S2 (so I thought) and now have 16,000 S1 silver. Hence the trade offer - I want S2!
