What is the deal with hues

All I can get is that if you click something with Razor, under certain circumstances, it tells you the hue ##, blah blah. But what if someone says "I have ____ hue 66" what does that mean? How am I supposed to know what color that is? Is there a hue reference chart anywhere?

In Razor you can find the hue number of an item by doing this:

In Razor, go to Display/Counters tab
Under "Counters", click the Add button
In the popup window, click the Target button
Target an item in-game
Return to Razor and the ItemID and hue of the item selected are now populated into the boxes

The ItemID is pretty useless to us, just the Hue number matters.

This is useful if you are buying a rare hue or verifying the hue of items (i.e. BOD cloth, etc.). The people saying "White Hue 1153 Robe", etc., are just verifying the exact shade of that color. Some colors have a few different shades (i.e. there are at least two Blaze hues), so the only way to definitively tell them apart is by hue #.
